Brick paving over basement area

Question. We had a builder (he has gone "missing") repair a path, and build a wall between 2 properties (wall next to path). These houses are on a hill. The path covers a basement area (approx 1900's property). He said he would lay a "membrane" to make the pathway watertight. He showed us the membrane going thru the wall. He then laid one on the path, underneath sand and bricks.

There is a water ingress from the above works, into the basement area (which is on the same level as the living area, sorry its difficult to explain). We cannot find this builder now.

Is there a sealant/glue we could use to seal these membranes (plastic sheeting) together so that it would be watertight? The water was supposed to run off the plastic sheeting. I am in London, UK, so might not have the same named product, but might be able to find it if I could find a quick drying sealant/glue type product.
