What you are requesting is certainly possible with proper structural engineering. Think of it as a mini parking garage with a pool on the lower level. If you wish to have a clear span below with no intermediate pillars, you'll likely need a few steel-reinforced concrete beams to carry the load of the slab and vehicles above.

This type of construction requires serious engineering and is not something easily designed on a message board. However, if you show your concept to a qualified, licensed structural engineer, you'll most definitely be able to design a structure that serves your needs. No question this is expensive construction -- typical of what you might find on a small commercial job.

Also, if you live in an area subject to earthquakes, seismic forces must be included in the load calculations. The type of soil in your area will also have some impact on the type and size of foundation required to avoid settlement.

Sounds like a fun project (and a lot of work, too!).
