leaky underground garage and tunnel

We moved into an existing home and it has an underground garage and tunnel that goes from the house to the garage. All of this has a concrete top. I leaks like a sieve. The first year we were here we had the whole north side dug up put new drain tile top and bottom and tarred and put plastic sheeting and then backfilled. This did nothing. We cannot even have electricity in the garage because of all the water. Is there anything that we could paint or cover the outside with in order to keep the water from coming in. The top of the garage and tunnel are our patio so it has to be something we can walk on. Any and all ideas would be greatly appreciated. Thank You!
