Building a new home

My wife and I are looking at a lot in an older established neighborhood that a builder wants to put a new home on. The lot is about half an acre and runs along a creek that's part of the storm-water drainage system for the township. Part of the lot is on a 100 year floodplain. I have spoken to some of the neighbors and there are definitely water problems in the area, mainly basement flooding. The builder seems to be the kind that will cut many corners. We are absolutely sold on the neighborhood and would love to have new home on this lot, but we're worried about getting into something we'll regret later. Should we just walk away, or are there good ways of dealing with a situation such as this? Any thoughts are appreciated.
