Basement Drainage

This is a new, 1800 sf house with a full basement. It has a perimeter drain built into the footings which drains into a 14x28 inch sump via a 4" pipe 17" from bottom of sump. Additionally, holes were poked into the bottom of the sump. Most of the water comes from these holes, and it is constant. One problem is that not enough water can accumulate to allow the pump to run for an extended period. The pump starts every 4 minutes and runs for 5 seconds. Am on second pump in 2-3 months. If water is allowed to accumulate, it backs up in the perimeter drain causing other problems. Is the sump big enough to handle the job, or has these holes defeated the sump system as originally engineered?
