While your idea might work, you risk creating a bigger problem for yourself, including:

1) The windows sash may not be designed to support the added weight or thickness of two additional panes of glass. This could stress the frame or be hazardous.

2) Second, unless the there is a proper air seal between the panes of glass, you may get condensation between the existing pane and the one you add, particularly during the winter when the outside temperature drops and the inside temperature is warm.

We would recommend that you consult a local window company to evaluate your particular situation to see if there is anything that can be done cost-effectively.
