Your well pressure problem is puzzling. Can you be more specific about the conditions under which your water pressure goes to zero? Is this when the pump is running? And when the "valve" surges, which valve are you referring to? One in the house? Also, how deep is your well and what is the size of the water supply line? When the pump is operating normally, what is the typically pressure reading? A little more information will help us to troubleshoot your problem.
