So long as the existing pine underlayment is in good condition, you can new treads and risers on top of this. However, the key is the first and last steps, making sure that the added thickness doesn't cause a significant variation in the height of the riser. You can use 3/4" wood with an overlapping bullnose. Your existing carpeting and pad were probably about this thick. In worst case, you will have to remove the existing treads and risers and replace them. We recommend glue to help prevent squeaking.
