The fun thing about structural engineering is that almost anything is possible, so long as you don't violate the laws of physics and have enough money to spend. We understand the basic idea you have in mind, although a drawing would be very helpful in this case.

We strongly recommend that you consult with a licensed structural engineer who can evaluate all the loads in order to specify suitable reinforcement of the foundation, the walls as well as any other load-carrying members. The tricky part about any underground garage is to prevent water infiltration from the ground. Proper drainage and waterproofing, coupled with meticulous attention to detail during the construction phase are critical to a dry garage.
