Building a Basement

I am planning on getting a house built in Shawnee, OK. I am from Kansas and I would love to have a basement constructed. There are very few basements in Shawnee, (30 miles East of Oklahoma City) and most builders don't want anything to do with constructing one. The main reason is that they are unfamiliar with them and also, some of them said that the clay they have, shrinks and swells to much, causing to much force on the basement walls and causing them to crack and leak. Commercial buildings there have basements, but maybe 1 out of 300 homes have them. There really is no black top soil there, just a red clay for their soil. It is a wonder that grass even grows their at all. Also, another thing that might help you, when they do slab foundations, they drill piers when doing the footings. Their normal footing depth is 18" and then gown down a few feet with piers. Is their reasoning for no basements valid? If so, any other construction methods available?
