It sounds like your neighbor did something he/she shouldn't have -- which was to ruin the pre-existing drainage conditions which apparently were satisfactory. We encourage you to take aggressive action with the city where you live and, if necessary, hire an attorney to write a firm demand letter to the neighbor to fix the problem by a certain reasonable deadline. Part of the building code is designed to ensure that neighbors don't cause drainage problems on other peoples' properties. In addition, local ordinances probably also have something to say about this. Don't accept no for an answer...and a 1-year process is unacceptable. Get firm and demand what you deserve. You may need to retain a civil engineer to make a recommendation if you can't get any action from the city or your neighbor. In worst case, you may have to file a lawsuit, but this would be a last resort. Lawsuits are expensive and very time consuming, but sometimes they are the only option. Builders Websource.
