First, you need to read our technote on basement drainage at: http://www.amazon.com/paypage/P3AXA5J8I1NRJ4 (a nominal fee applies). This will answer many questions for you. Next, you are correct to fix some of the grading issues. Your exterior grade should NEVER slope towards your basement if you can avoid it. This is just asking for trouble. Using plastic sheeting undergrade to divert runoff might help some. Adding a French drain at the base of the foundation will also help. However, you should never tie your downspouts into your French drain. This will only flood your basement more. Downspouts should be tied into a separate closed drainage system that discharges well away from the house (preferably downhill of the house or into a storm drain). As you are on a limited budget, you should start with the easy things first, like minor regrading and preventing rainwater discharge from percolating to the basement in the first place. I'm afraid, however, that without proper French drains and waterproofing membranes in place, your problem may persist.
