nuprime double hung windows

I had my windows in my house replaced on April 25, 1987. The are nuprime double hung windows. Three of the windows have lost their sealing and have fogged up. I need new inserts. First of all, are these windows guaranteed and is here a distributor in Rochester, New York who can handle replacing these inserts. Please advise.
