water around the base of foundation and seaping into basement

Hi..My wife and i just purchased a home in march.We have noticed that the ground around the back foundation of the house is lower then the rest of the yard and water is now pooling and then seaping into our basement. What i would like to know is what is the best way to slope new dirt away from the house toprevent this from happening in the future? Also around the outside of the house are underground drainsleading to the street wher the downspouts drain their water into. But one corner by the garage has no downspout leading into the underground drain,,just running onto the ground..and we think then running under our driveway and seaping into that corner of our basement as well..any suggestions?
