Drainage advice needed

I have water saturating the crawl space portion of my basement and need advice on what to do to get rid of it. The basement is half full size (8') cement with poured walls and half crawl (5') with a clay/dirt base. The basement was completely flooded (both sides) before we purchased the house and was drained for our inspection. It flooded because the electricity was turned off/house was vacant. The 8' portion of the basement is now dry with the septic running about every 5-10 minutes from the constant trickle into the sump basin. The 5' portion had standing water in pools because the base was not level. I dug a trench to collect this water in the middle of the crawl and pumped the water out, however now this trench fills up with water to the base of the crawl foundation. I believe I have a high water table problem and believe that a French drain has to be installed/repaired. I think there is one installed around the 8' section that goes to the sump. My question would there be one around the 5' crawl? If not would I need to install one at the foundation of the crawl or at the 8' level all the way around the crawl to meet up with the other portion of the basement? Who would I call to have an inspection done? I don't need a contractor, as I would do the labor myself, I just need someone to tell me what I have to do and how bad it is. Also the portion of the crawl right next to the 8' section is very soupy. When I was digging the trench the shovel would penetrate the soil near this wall and go down into a very thick muck but it is solid the top foot or so. Could this be a sinkhole or very saturated soil? This makes me worry about digging around the footing as the base on the inside of the crawl is right at the footing level and it seems as if I dug below the footing on the outside to lay a drain base that the foundation would cave in. Any thoughts?
