To mount a ceiling fan between steel joists, as opposed to wood joists, you need either a retrofit support bracket, or a new construction support bracket, which attaches to an approved steel ceiling fan box. The new construction brackets can be adjusted and screwed to the joists. However, this may require some drywall cutting and replacement. Be sure to use only a steel box rated specifically for ceiling fans, capable of supporting the full weight of the fan. Builders Websource
