You plan to build a 20'x 20' cabana near your pool and want to know if a floating slab is a suitable foundation. The soil is sand and you live in Ontario, Canada. Certainly, a steel-reinforced slab with an integral perimeter footing would provide sufficient load-bearing strength for your cabana.
