You live in a old stucco house that has been painted many times. You refer to a new coating that seals and protects and want to know whether paint or this new sealer coating is better. If the stucco is still in good condition and there are no signs of water damage to the walls, then the existing paint is probably doing its job. In fact, you want the paint to breathe to allow water vapor to exhaust from the walls. A good latex paint is one of the most effective coatings you can use for stucco. Elastomerics are also available, but once you use them, you must continue using them with each new recoat. Sealers are best when you want to protect pigmented stucco that's not painted.
