New Windows - Andersen, Viking, Milguard?

I'm new to this whole homeowner business - the house we bought has these old wood windows that don't open. I'd like to replace them with vinyl windows and I was wondering if you had any recommendations for a fairly good window that won't cost me an arm and a leg. I'm hearing all sorts of comments, saying Andersen's the best, or Viking is the best bang for the buck, or Milgard is what one of my friend's friend likes to use. Sigh, any help would be appreciated. Also, I was planning on buying these from Home Depot unless you have any suggestions. I like in the San Francisco Bay Area. Thanks for all the help!
