Wihtout being glib, the easiest way to replace a rotting foundation beam with only 12" of clearance is to hire a competent contractor skilled in this practice. This is dirty, difficult, confining work, not to mention potentially dangerous. You need specialty jacks as well as possibly additional temporary support. Unless you are a contractor yourself, we recommend leaving this project to a professional with the rith tools and trained crew to do the job for you. Builders Websource.
