mud sill inside & paving outside create flooded units ?

Have just purcahsed a series of 40 year old duplex's with stucco sides and slab foundation. Seller had new asphalt paving put behind the units 3 months ago, where it has always just been a dirt area in past . Big HuGE rains came last thursday and very heavily flooded one units bathrooms and kitchens off this back wall. 22 year tenant confirms it has never flooded before. My naive guess is that 1) it looks like the paving company ( that seller hired ) has installed asphalt level up against side of building above mud sill level; and 2) grade of asphalt is flat, does not grade away from wall of building - I think that is what created this issue? I want paver to tear out all the aslhalt & under-rock in this area and go back to dirt at original grade. Paver wants to add a new asphalt area up against the building that creates a grade away from the building and then seal all - I think the asphalt needs to go and I need to look at installing a drain of some sort as well as add more directional downspouts off roof ? Also - what is the best protocol to address the repairs inside ? I spent the weekend pulling out the carpets and pads. Do I also need to pull out the lino ? Do I need to add a vapor barrier under new carpet ( and lino?) to retard future challenges created as a result of this water ? How long must I wait before new carpet is laid ? Thank for any advice !
