repainting cedar exterior

I've been told my cedar exterior should have been sealed twice before painting with Glidden, and the fact that it wasn't is why it turns black with mildew between power washings every 6-7 months. Even though mildew is common in the SC lowcountry, this isn't happening to the adjacent buildings painted years earlier. Can you offer any post-mortem comment on what should have been done, and a remedy?
