I read your article from Feb 2001 about Drainage of standing water. Should the builder or developer not be responsible for the free flowing of water on the property. I have the same type problem with clay and being at the bottom of the hill. My situation seems to be a little different in that I have dug a couple of holes where I see the saturation of water and in these two holes, water comes up from out of the ground. I have pumped the water out at least 100 times, but it comes right back within 20 minutes of pumping. My back yard is where the water is. The difference is that there is a slope in my backyard flowing all the way down to a gas field behind me. The water holes are on the slope.
