Radiant Floor Heat

My husband and I plan on building a brick house in Green Bay , Wisconsin. We really want radiant floor heat. What are your suggestions as far as putting the radiant floor heat stapled to the bottom of the floor (from the basement) or putting on the top of the floor with the self leveling concrete on top. I believe it is a little cheaper to put underneath the floor, however, is it as efficient as putting on the top with the concrete? Thank you.
