Horizontal Foundation Cracks

I am looking at purchasing a house in northern california. The foundation report says that the house has a horizontal fracture in the perimeter foundation stem wall extending to the back left end of the garage. It also says that distinct watermarks in the interior foundation stem-walls indicating that excessive water has stood within the crawlspace in the past. There is an inoperative sump-pump station at the lowest level (probably to control moisture there). There is no foundation anchoring hardware at the perimeter either. How serious are these conditions. Even if the horizontal fractures are fixed through some reinforcement what are the chances of them recurring in the same place or elsewhere? Any help in understanding this would be much appreciated.
