New Construction High Water Table

I want to build on a piece of property that has a high water table. At the surface to be exact. The gound level happens to be three feet below the street level. Would it be practicle to fill in the area with about 10 feet of fill? Bringing it to about 7 feet above street level. This would allow for a basement and be far enough away from the road to grade it firmly but not too bad. I luckilly have access to unlimited fill. Would there be a septic probem or could 10 feet be sufficient? Is this done in general? I would apprciate some help. Thank you
