Check your downspouts. They may be clogged causing the overflow to make its way in behind your walls. Also, if your roof isn't pitched too steeply you might want to check if freeze protection has been properly installed. In cold weather if the gutters clog water can makes its way under the shingles and down behind the walls. Also, check to see how the yard is graded near the house. If water is flowing towards the foundation it can permeate the walls causing problems. Check the wax seals around all the toilet fixtures. If these are worn out or improperly seated water can infiltrate the sub-flooring. If you can identify where the water where is shouldn't be in the house you can start to narrow down where the problem lies.
