Basement sub panel

I have a 200 AMP service(full)and would like to add a 100 Amp sub panel to my (unfinished) basement,I use to do some elec. work...years ago,should my neutral and groung to this sub panel be bonded?It has a 100 Amp main breaker in the sub panel.
