Baseboards and heat diffusers

...or would this be HVAC? I am in process of redoing my bedroom. There are currently only strips of lath (or something like that) acting as the baseboards. The heat diffusers are the baseboard type and installed in front of the existing board. I will be installing new baseboards, which will be thicker and higher, should I butt the boards against the diffuser or put the diffuser in front of the new baseboards? I would appreciate your response since I don't seem to be able to find the answer anywhere. Thanks
