Weep Holes in Basement

We have a concrete block basement in our 40 yr old house. With heavily pitted blocks in some areas, "rust" like deposits in other areas, and knowing we are at the bottom of the hill, we drilled a few 3/16" test holes in the lowest course of block and BAM! did the water come spouting out. We do have a perimeter drainage that heads to a sump, so no problem there. We're wondering, however, if we should continue drilling. Initially, the water under great pressure spouted clear over the perimeter drain for 30 seconds or so. Of course we diverted it into the drain, and now the cavities are empty so there's at most a trickle. Will we see these spouts on every rainy day? Or is it just a one-time occurrence in order to drain the blocks? Our holes are as low as we could drill, 1.25" above floor level. Too high? Please advise, thank you in advance.
