Basement vs. Crawl Space vs. Slab on Grade

We're adding a 19x22' 2 story addition to our 1937 home, which has a full basement. We need the family room and master bedroom above it. A full basement is $5200 more than a slab, and a crawl space is somewhere in between. I take it that here in New York, where winters are serious enough, a crawl space is far better than a slab, allowing access for whatever comes down the pike, not to mention insulation, electric, etc. Are there any real downsides to slabs, if plumbing isn't involved?
