new house--sagging floor

My house is 3.5 years old and already the floors are creaking and the kitchen floor near the exterior door is sagging badly. I live in NC. The house is a story and a half, 1500 sq. ft. This was a NEW House when I bought it. Should the builder fix the problem or am I stuck to fend for myself?
