Foundaton settling - time question

My detached two car garage was built approx. 30 years ago. Concrete slab and cinder-block walls with a timber/shingle roof. A crack appeared in the floor and stairstepped up two intersecting walls recently. The foundation is sinking in that corner (one side of floor crack is raised). Would a building "settle" after 30 years?? What would make a 30 year old building settle now and what would make only a part of it settle? Could "moles" cause this if they were tunneling next to building? Thanks.
