double pane windows

Hello: We are buying a home/having it built in La Paz, Mexico. One option offered by the builder is "double pane" windows. I learned that there is no fabricator in town who can introduce an inert gas into the frame, so it is just air between the panes. Further, there is only 3mm of space between the panes. The builder claims he doesn't have any wider channel stock. How severely does this limit the insulating value? The charge is nearly $3,000US to pay for the "double pane" windows throughout the house. Is it worth it? I assume that there would be some noise insulating value with the two panes. But would it help keep down the air conditioning bills? Thank you for your consideration...
